Responsibility for breaking the law

Foreign citizens must abide current migration law of the Russian Federation and submit information and documents required for abiding migration rules on time.

According to the law of the Russian Federation, violation migration rules can lead to administrative or, in some cases, criminal offence:

For violation rules on entering the Russian Federation — administrative fine from two to five thousand rubles with or without the following administrative expulsion from the Russian Federation (article 18.8.1 of the Russian Federation Code of Administrative Offences)

For violation rules on migration registration (moving across the Russian Federation or the process of finding a place of residence) — administrative fine from two to five thousand rubles with or without the following administrative expulsion from the Russian Federation (article 18.8.1 of the Russian Federation Code of Administrative Offences)

For violation responsibilities of informing about your residence in the Russian Federation — administrative fine from two to five thousand rubles with or without the following administrative expulsion from the Russian Federation (article 18.8.1 of the Russian Federation Code of Administrative Offences)

For absence of documents confirming the right to stay in the Russian Federation — administrative fine from two to five thousand rubles with the following administrative expulsion from the Russian Federation (article 18.8.1.1 of the Russian Federation Code of Administrative Offences)

For not submitting to an appropriate office an application of loss of documents confirming the right to stay (reside) in the Russian Federation — administrative fine from two to five thousand rubles with the following administrative expulsion from the Russian Federation (article 18.8.1.1 of the Russian Federation Code of Administrative Offences)

For refusal to leave the Russian Federation upon the expiration of a period of stay — administrative fine from two to five thousand rubles with the following administrative expulsion from the Russian Federation (article 18.8.1.1 of the Russian Federation Code of Administrative Offences)

In case the purpose of your stay (residence) mentioned in documents does not match the current purpose at the moment of residence in the Russian Federation — administrative fine from two to five thousand rubles with or without the following administrative expulsion from the Russian Federation (article 18.8.1.2 of the Russian Federation Code of Administrative Offences)

For giving deliberately false information or fake documents while validating migration registration — administrative fine from two to seven thousand rubles with the following administrative expulsion from the Russian Federation (article 19.27.1 of the Russian Federation Code of Administrative Offences)

In case a foreign citizen or a stateless person repeatedly commits administrative offense in one year — administrative fine from five to seven thousand rubles with the following administrative expulsion from the Russian Federation (article 18.8.4 of the Russian Federation Code of Administrative Offences)

For absence of health insurance policy — administrative fine from two to five thousand rubles with or without the following administrative expulsion from the Russian Federation (article 18.8.1 of the Russian Federation Code of Administrative Offences)

For not completing the procedure of fingerprint registration and photography and (or) medical examination — administrative fine from two to four thousand rubles with or without the following administrative expulsion from the Russian Federation (article 18.8.1 of the Russian Federation Code of Administrative Offences) and reducing the period of stay (Federal Law №115 dated 25.07.2002)

For fake migration registration of a foreign citizen or a stateless person at the place of residence — fine from one hundred thousand to five hundred thousand rubles (article 322.3 of the Russian Federation Criminal Code)

Refusal to pay taxes or administrative fines or to compensate for the administrative expulsion or deportation from the Russian Federation can lead to making a decision about prohibition of entering the Russian Federation until all the required payments are made.

In case of administrative expulsion from the Russian Federation a foreign student (except for citizens of member-countries of the Eurasian Economic Union) may be added to the list of persons prohibited from entering the Russian Federation from 3 to 10 years depending on the case

Important!

Since 5th February 2025 the List of Controlled Persons in which foreign citizens can be added for violation rules on migration support is valid in the Russian Federation. Bank accounts and cards of those added to the List will be arrested, after that all the accounts and cards will be blocked. Expulsion regime will be valid against those added to the List of Controlled Persons.
