Mandatory procedures to be done after arriving in the Russian Federation

Entry, stay in Russia and leave of foreign citizens is controlled by the government of the Russian Federation.

01.

The first thing a foreign student (assistant intern, scholar etc.) has to do after arriving in the Russian Federation is to tell the educational institution about their arrival

On the date of the arrival in the Russian Federation you must come to the Department of Visa-Migration Support and your faculty’s Dean’s Office and bring all the documents with you

In case of emergency, if coming to the Academia is impossible, tell employees of the Department of Visa-Migration Support about your arrival via the phone number: +7 903 708-07-48 (MAX) or email indekanat@gnesin-academy.ru 

Important: If a foreign student does not inform the Department of Visa-Migration Support of their arrival beforehand or on the date of the arrival and does not answer the phone or email, the employees of the Department of Visa-Migration Support have the right to submit an application for the loss of contact with a foreign student to the Ministry of Internal Affairs.

According to the migration law of the Russian Federation*, all the foreign citizens have to validate migration registration.

Going through the procedure of migration registration (temporary registration) allows a foreign student to reside at a specified address for a period written in registration documents. According to the law, a foreign citizen must obtain migration registration within 7 days since the date of arrival in the Russian Federation. The date of your arrival is written in your migration card.

Citizens of Tadjikistan, Uzbekistan — 15 days since their arrival in the Russian Federation
Citizens of Armenia, Qasaqstan, Kyrgyzstan — 30 days since their arrival in the Russian Federation
Citizens of Belarus — 30 days since their arrival in the Russian Federation

The procedure of migration registration (temporary registration) is a process of informing the Migration Unit of the regional office of the Ministry of Internal Affairs of the Russian Federation about your arrival at the place of your stay. The document confirming your migration registration is your migration registration notification

The process of getting migration registration can be different depending on the place of your residence

The Department of Visa-Migration Support will send a set of documents to the local department of the Ministry of Internal Affairs to validate your migration registration (temporary registration). For that you need to:

1. Come to the dormitory of Gnesin Russian Academy of Music right after your arrival and sign residence agreement and pay for accomodation. Dormitory address: Moscow, Khoroshovskoye roadway (or «Хорошёвское шоссе» in Russian), building 96

2. After signing an agreement sign scanned copies of the following documents in PDF to the Department of Visa-Migration Support via email indekanat@gnesin-academy.ru:

Visa regime:
- Scanned copy of your current international passport (pages with your personal data, all the pages with visa, arrival and leave stamps);
- Scanned copy of your migration card;
- Scanned copy of your educational visa (must be done in accordance with the invitation of Gnesin Russian Academy of Music);
- Scanned copy of the residence agreement on staying in the dormitory Gnesin Russian Academy of Music

Important! Each of the scanned copies should be sent as a separate PDF file.

Non-visa regime:
- Scanned copy of your current international passport (pages with your personal data, all the pages with visa, arrival and leave stamps);
- Scanned copy of your migration card (except for citizens of the Republic of Belarus);
- Scanned copy of the residence agreement on staying in the dormitory Gnesin Russian Academy of Music

Important! Each of the scanned copies should be sent as a separate PDF file.

To get migration registration, citizens of the Republic of Belarus have to send the following documents to indekanat@gnesin-academy.ru:
- Scanned copy of your international passport;
- Scanned copy of the residence agreement on staying in the dormitory Gnesin Russian Academy of Music

Important! Each of the scanned copies should be sent as a separate PDF file.

3. Pay stamp duty on validating migration registration

Employees of the Department of Visa-Migration Support will reply you with the bill and the instruction for paying the bill.

4. After completing the transaction send a photo of payment receipt or its digital copy to indekanat@gnesin-academy.ru

5. After checking your documents employees of the Department of Visa-Migration Support will sent a digital version of your migration registration notification (temporary registration) to your email

You can either print the migration registration notification yourself or ask employees of the Department of Visa-Migration Support to give you the paper version of it.

Important! Gnesin Russian Academy of Music can only validate migration registration (temporary registration) for students who actually live in the dormitory of the Academy

Important: always carry your passport, migration card and detachable part of the migration registration notification with you

If a foreign student is going to rent an apartment for the period of studies, the owner of apartment is responsible for validating migration registration. In this case, validating migration registration (temporary registration) is done in accordance with the address of the apartment which a student rents. A foreign student must obtain migration registration within 7 days since the date of arrival in the Russian Federation.

To validate migration registration (temporary registration) in a rented apartment, a foreign student must:

1. Find a suitable apartment him/herself

2. Sign residence agreement with the owner of the apartment

3. Ask the owner to validate migration registration (temporary registration). To do it, you have to bring the following documents:
- Filled-in form of migration registration notification
- Copy of apartment owner’s passport
- Copy of residential agreement
- Documents of the owner of the apartment
- Copy of foreign citizen’s passport and migration card
- Documents confirming foreign student’s place of studies (letter of confirmation; extract fr om the admission order; study agreement / Academy’s referral, Academy’s intercession)

4. To submit all the documents a foreign student must come with the owner of apartment to a local office of the Ministry of Internal Affairs, or send a request via «Госуслуги» website

5. Obtain a detachable part of migration registration notification

6. Send a scanned copy of detachable part of migration registration notification to the Department of Visa-Migration Support to indekanat@gnesin-academy.ru 

To get comprehensive information about this issue, the owner of the apartment must come to a local office of the Ministry of Internal Affairs (the Department of Migration Issues). Detailed information can be also found at the «Госулсуги» website

Important! If you found a mistake in your migration registration notification, tell the owner of the apartment. You will get a new notification within several days. Until that keep the wrong migration registration notification with you.

Important! Trying to validate migration registration (temporary registration) at a place wh ere a foreign citizen does not actually live is prohibited by the law of the Russian Federation. Avoid using services advertised online that offer to arrange migration registration (temporary registration). They could be scams!

To arrange migration registration (temporary registration) at a hotel a foreign citizen must:

1. Find a place in a hotel

2. Ask the receptionist to arrange your migration (temporary) registration at the hotel. A foreign citizen must bring:
- Passport
- Migration card

3. Take filled-in migration registration notification from the receptionist

4. Send a scanned copy of detachable part of migration registration notification to the Department of Visa-Migration Support to indekanat@gnesin-academy.ru

Every foreign citizen arriving in Russia for completing their studies are required to obtain a Voluntary Medical Insurance (VMI, or «ДМС» in Russian) policy in accordance with Russian legislation. Medical care for foreign citizens in Russia is provided upon a VMI policy.

The VMI policy’s period of validity is 1 year. A foreign citizen must purchase a VMI policy with their own money and when it expires, a  foreign citizen must get a new one. Medical insurance policy must guarantee a foreign citizen a comprehensive medical checkup required for attending classes and residence at the dormitory

All foreign students have to go through medical examination, fingerprint registration and photography***, except for certain groups of foreign citizens****.

According to the law, foreign citizens should undergo these procedures within 30 days from the date of arrival in Russia. Procedures must be done in the following order right after validating migration registration (temporary registration):

1. Medical examination;
2. Fingerprint registration and photography.

Important! Undergoing fingerprint registration and photography is only possible after completing medical examination and getting documents confirming this fact.

Medical examination should be done once a year. During the period of studies medical examination should be done once in an academic year. Medical examination includes:

  • Tuberculosis testing
  • Venereal disease testing
  • Examination by a narcologist
  • HIV testing (with getting a certificate)

Within medical examination you will have to:

  • Undergo blood testing
  • Undergo urine testing
  • Do a fluorography

After completing the examination, you will get:

You can only complete medical examination in certain medical institutions, which are mentioned in the Moscow Government assize dated 28.09.2021 №1517-ПП.

Foreign students of Gnesin Russian Academy of Music should undergo medical examination in State-Financed Healthcare Institution «Child Health Center № 118 of Moscow Governmental Board of Health» (or «ГБУЗ "ДГП № 118 ДЗМ"» in Russian). Address: Moscow, Kulikovskaya Street (or «Куликовская» in Russian), building 1Б.

To complete medical examination, a foreign student should:

1. Prepare the following documents beforehand:
- Passport and its copy (pages with personal data);
- Notarized translation of the passport and a copy of translation;
Important! Translation must be done only in Russia
- Visa and its copy (for those who apply within visa regime);
- Migration card and its copy;
- Detachable part of migration registration notification (temporary registration) and its copy
- Document confirming your studies (should be asked for in the Dean’s Office of your faculty) or student identification card

2. Apply for completing medical examination

An appointment should be made via the phone number 8 (985) 140-95-00 (on working days from 09:00 to 17:00; Saturday, Sunday: rest days)

3. Come to State-Financed Healthcare Institution «Child Health Center № 118 of Moscow Governmental Board of  Health»

How to find it: metro station «Бульвар Дмитрия Донского» (the last carriage if going from the center of Moscow), bus 813, «Куликовская улица» bus stop. See the map.

4. Undergo all the required testing

5. Come to this healthcare institution on appointed date and time to take documents. The period of validating these documents is 3-4 days.

This is a requiring payment procedure; a student must pay with his/her own money. The procedure costs 4500 rub.

Important: Non-adult students (14-17 years old) should undergo medical examination together with an employee of the Department of Visa-Migration Support. After applying for medical examination a student must tell the Department of Visa-Migration Support the date beforehand using indekanat@gnesin-academy.ru. Non-adult students (under 14 years) should undergo medical examination together with a parent or a legal guardian.

Completing medical examination in another institution: Not all medical institutions allow non-adult people to undergo medical examination. Relevant information can be found on the website of a healthcare institution or via the phone number. If a foreign student is under the age of 18, they have to come to a corresponding healthcare institution. Some healthcare institutions require presence of a parent or a legal guardian. In some healthcare institutions the price for this procedure can be 5900 rub.

After completing medical examination in a healthcare institution and getting all the required documents you have to undergo fingerprint registration and photography.

Fingerprint registration is a process of scanning your unique fingerprint. A foreign student must do fingerprint registration and photography within 30 days since the date of arrival in Russia. This procedure is done once no matter how many times a foreign student enters and leaves Russia. After completing fingerprint registration and photography a foreign student will receive a fingerprint card (migrant’s green card).

Fingerprint registration and photography can be done in the State-Funded Institution “Migration Center”.

To complete fingerprint registration and photography, you should:

1. Prepare the following documents:

  • Passport and its copy (pages with personal data);
  • Notarized translation of your passport and its copy;

Important! Translation done in Russia is only considered valid.

  • Visa and its copy (for those who apply within visa regime);
  • Detachable part of your migration registration notification (temporary registration) and its copy;
  • Document confirming your studies (should be asked for in the Dean’s Office of your faculty) or student identification card;
  • Results of completing medical examination (medical report, medical certificate and HIV certificate);

2. Come to the State-Funded Institution «Migration Center» to undergo the procedure. Address: Bakhrushina St. (or «улица Бахрушина» in Russian), building 1 (metro station «Павелецкая»).

Optionally, you can apply for the procedure beforehand via the website of the State-Funded Institution «Migration Center»: https://mc.mos.ru/

3. Undergo fingerprint registration and photography

After completing the procedure an employee of the migration center will tell you the date when you can receive the card. Usually it takes 7 days to prepare it.

4. Receive a plastic fingerprint card (migrant’s green card)

5. Send scanned copies of your results of completing medical examination (medical report, medical certificate and HIV certificate) and fingerprint card to the Department of Visa-Migration Support via indekanat@gnesin-academy.ru 

This procedure is fee-requiring; a foreign student pays with his/her own money. The price is 1100 rub.

Important: if a foreign student is under the age of 18, he/she should undergo the procedure together with an employee of the Department of Visa-Migration Support. After applying for the procedure a student must tell the Department of Visa-Migration Support the date and prepare all the required documents beforehand.

Important! After completing these procedures send scanned copies of your results of completing medical examination (medical report, medical certificate and HIV certificate) and fingerprint card to the Department of Visa-Migration Support via indekanat@gnesin-academy.ru

If you cannot speak Russian, ask a person who can help you to accompany you to a healthcare institution and a local office of the Ministry of Internal Affairs, help you to translate and fill in the required documents in Russian.

**Russia has an intergovernmental agreement with some states allowing foreign citizens to stay in the Russian Federation without migration registration for a longer period of time

- Family members of international institutions employees

- Foreign citizens with resident card or temporary resident permit (or «ВНЖ», «РВП» in Russian)
