Legislation on the stay of foreign citizens in the territory of the Russian Federation

The stay of foreign citizens, including foreign students, in the territory of the Russian Federation is regulated by the number of laws of the Russian Federation and rules of International Law:

1. Federal Law “On legal precept of foreign citizens in the Russian Federation” dated 25.07.2002 №115 ФЗ;

2. Federal Law “On the procedure of leaving the Russian Federation and entering the Russian Federation” dated 15.08.1996 №114 ФЗ;

3. Federal Law “On migration registration of foreign citizens and stateless persons in the Russian Federation” dated 18.07.2006 №109 ФЗ;

4. Federal Law “On altering Federal Law “On legal precept of foreign citizens in the Russian Federation” and Federal Law “On state fingerprint registration in the Russian Federation” dated 01.07.2021 №274 ФЗ;

5. The Russian Federation statutory instrument “Of the procedure of validating migration registration of foreign citizens and stateless persons in the Russian Federation” dated 15.01.2007 №9;

6. The Russian Federation statutory instrument “Of asseveration of the Statute on establishment of the form of visa, the procedure and conditions of validating and obtaining, prolongation, reissuance in case of loss, annulment of visa” dated 09.06.2003 №335;

8. The Russian Federation statutory instrument “Of asseveration of the Rules on providing foreign citizens with medical care in the territory of the Russian Federation” dated 1st September 2005 №546;

12. The Russian Federation statutory instrument dated 24.03.2003 №167 “Of the procedure of pledging material, medical and housing provision for foreign citizens and stateless persons for the period of their stay in the Russian Federation”. 

Important! According to the rules of legal precept of foreign citizens in the Russian Federation, foreign students have the same rights and responsibilities in the Russian Federation as students with Russian citizenship, except for cases mentioned in the Russian Federation Law.

Important!

Not knowing the Russian Federation Law or failure to submit documents on time cannot be considered a reason for violation the Migration Law of the Russian Federation.
