The List of Controlled Persons is now valid in Russia

Since 2025, expulsion regime limiting rights and responsibilities and other federal governmental control measures of migration control is applied towards foreign citizens staying in the Russian Federation illegally.

The List of Controlled Persons contains information about foreign citizens failed to abide migration legislation of the Russian Federation.

Expulsion measures will be applied towards foreign citizens until they either leave Russia, or resume legal terms of stay.

Examples of reasons of being included into the List:

1. Expiration of period of stay within non-visa regime;

2. Expiration or annulment of documents allowing to stay in Russia legally. Examples of such documents:

Visa;
Temporary Residence Permit;
Temporary Residence Permit for Education (RVPO);
Residence Permit.

3. Illegal entry into Russia;

4. Entry into Russia within readmission without legal reasons for stay in Russia;

5. Refusal to be recognized as a refugee or withdrawal of refugee status;

6. Refusal to prolong the period of providing temporary asylum;

7. Withdrawal of temporary asylum;

8. Decisions of legal authorities:

On undesirability of a foreign citizens stay in Russia;
Prohibition of entering Russia;
Withdrawal of Russian citizenship without legal reasons of stay in Russia;
Limiting the period of temporary stay in Russia;
Administrative expulsion;
Deportation.

9. In case a foreign citizen – passenger of a cruise ship stays in Russia for more than 72 hours;

10. Find guilty of committing a crime.

Being added into the List leads to the following restrictions:

Moving to another place or leaving the current settlement in Russia without permission of the Ministry of Internal Affairs;
Getting married;
Withdrawing more than 30, 000 rubles in cash;
Opening a bank account and conducting transactions, except for state duty and fines;
Registering organizations and being an individual entrepreneur;
Buying real estate and adding it into the “Rosreestr”;
Taking driving exam;
Driving a vehicle;
Buying a vehicle;
Adding vehicles to the Traffic Police Register.

Non-adult foreign citizens staying in Russia illegally also cannot be enrolled to a kindergarten or a school.

Those added to the List of Controlled Persons have responsibilities. If a foreign citizen does not take these responsibilities, he/she will be sent to a special institution and then deported.

List of responsibilities:

1. Come to an office of the Ministry of Internal Affairs when being asked to;

2. Submit applications to the Ministry of Internal Affairs in person or via Gosuslugi:

About the place of stay (your current address); It must be done every 7 days since being added to the List;
Circumstances preventing you from leaving Russia; Not later than 3 days since circumstances appear;
Changing the place of your stay without permission of the Ministry of Internal Affairs if there is a legitimate excuse; Not later than 3 days after a legitimate excuse appears;
Date, destination and route of the separate trip abroad you planned; Not later than 2 workdays before the date of departure.

Find a foreign citizen in the List

Necessary data of a foreign citizen:

1. Date of birth;

2. Passport data:

Series;
Number;
Date of issue.

If you were added to the List falsely

You need to come to an office of the Ministry of Internal Affairs according to the address of your registration. Only employees of the Ministry of Internal Affairs can check and correct data in the List.

If data in the List was altered, banks and other institutions will receive new information within 24 hours.

Important! Your legal status must be resolved by 10th September 2025. To get permissive documents without leaving the country, you need to contact a local office of the Ministry of Internal Affairs of the Russian Federation, submit your biometrical data and go through an identification procedure.
