New rules on entering Russia for foreign citizens coming within non-visa regime

Since 30th June 2025 to enter Russia within non-visa regime, you have to download the «RuID» app beforehand.

RuID is a multilingual app for foreign citizens. You can apply for entering Russia and register a digital profile to get public services in our country via this app. There are seven languages in the app: English, Armenian, Kazakh, Kirghiz, Russian, Tajik, Uzbek.

To apply for entering Russia within non-visa regime, a foreign citizen should sign up in RuID via email. Purpose of visit and personal data must be submitted not later than 72 hours from your flight to Russia. Than you need to take a picture of yourself, your identity document, record your voice and wait for the data to be confirmed.

RuID is not necessary for the following groups of people:

Citizens of the Republic of Belarus
Foreign citizens who have Temporary Residence Permit or Residence Permit
Children under the age of 6
Employees of diplomatic institutions

Registration in RuID:

Step 1. Download the «RuID» app

It is an official app for registration of foreign citizens. Without it, it is impossible to enter Russia.

Step 2. Sign in

After downloading the app, you should:

1. Create an account. You need:

Your passport
Photo (selfie)
Recording of your voice (you can find an instruction in the app)

2. You need to write:

The country of your citizenship
Purpose of your visit (education)
Date of enter, date of departure
City of arrival

Important: Registration must be done at least 72 hours from crossing the Russian border.

Step 3. Submit biometric data

In the app, you have to make:

Photo of yourself
Photo of your passport
Recording of your voice

Step 4. Confirm your data via «Gosuslugi»

To get a QR-code for entering Russia, you need to create an account on Russian website named «Gosuslugi».

Step 5. Get a QR-code

After data check, in the app you will receive a QR-code. You need to:

Save it on your phone (or make a screenshot)
Show it while boarding a flight and while going through passport control

Important:

If you do not create a RuID account, you will not be able to board a flight and enter Russia.

If you do not have a smartphone, download the app using the phone of a relative accompanying you to Russia.

If the app does not work, try signing in using another device.
